This is not true. TI publishes most of its TI reference designs in Altium Designer format although that may not be true in your particular group.

Altium can import OrCAD schematics directly and people who have both Altium Designer and Allegro on their computer can import .brd layout files.

If Biser can supply me the Allegro file, I can work with a coworker to import the layout into Altium. Keep in mind that any translation is likely to have some errors.

One other thing. Are you looking for files for a complete design, or just the AM5718? If the latter, you can download the .bxl from www.ti.com/.../quality and translate to Altium format using the free Ultra Librarian reader we supply.

The only Sitara reference design I have seen in Altium format is Beaglebone Black, and that is a community project, not TI design.

TI is a large company and does many things whether or not you or I are aware of them, so it is dangerous to make blanket statements about what TI does or does not do. TI has published hundreds, if not thousands, of reference designs that were done in Altium Designer format. TI has also published many reference designs that were done in Cadence.

Somebody in another thread already referenced this thread to say that TI doesn't have Altium source files for reference designs; while they were correct in that specific case, it is obviously not correct in all cases.
