u-boot delay set to 0

I have set the boot delay to 0 and then set the bootcmd with setenv and saved it to NAND flash. Now when I power up the board, it goes straight to boot the kernel and doesn't give me the prompt to work with u-boot. The Linux kernel doesn't load as well and the system is halted there. I cannot issue any command to u-boot. I thought reflashing the u-boot image could help but I don't have the DownloadUtility. The User guides tells that its in host-tools\windows\utilites\ folder but there's no windows folder in host-tools. Please help me find this utility or if any of you have it, please share.

 I'm finding this utility in AM35x-OMAP35x-PSP-SDK-03.00.00.05.tgz. I have tried 03.00.01.06 as well, but cannot find the utility.
