The result you are reading is correct. The confusion is simply a matter of notation. The example you gave, 0.21 / 1600 results in 0.00013125. The reading you saw is simply a shorthand for this. (number)E(number) is a shorthand for scientific notation, so 1.3125E-4 is also 1.3125x10^(-4), or 0.00013125. This is not to be confused with "e" as in e^(x), or euler's number.
