Hi,

In general you can use CCS to flash your OMAP-L138 device:

We need a true programmer which will burn only hex file in controller for production use

Ashish,

We currently have a serial flashing tool that we provide for these devices, that allows user to flash boot binaries to flash boot media. these are currently supported for the EVM and LCDK platform:
