Can't Invoke GenCodecPkg

Hi, I am just following "Getting started with IUNIVERSAL" to build own DSP algorithm.

While i Invoke GenCodecPkg using ti.sdo.ce.wizards.gencodecpkg.bat  ,it stucks (IDE window doesn't occur):

C:\TI\xdctools_3_20_02_59/xs --xdcpath="E:\DVSDK\dvsdk_wince_1_00_00_05\codec_engine_2_25_05_16/packages;E:\DVSDK\dvsdk_wince_1_00_00_05\xdais_6_25_02_11/packages" ti.sdo.ce.wizards.gencodecpkg

Starting Codec Engine GenCodecPkg Wizard now...

So how can i solve this problem?
