According to the DM648 datasheet (table 6-48), the video port capture has a minimum cycle time of 9.259 ns, but the high and low pulse both have minimum durations of 5.4 ns. Doesn't that imply the minimum cycle time should be at least 10.8 ns (5.4x2)?
