Why the GPIOs can not be in input mode, when the lines are pulled up/down with external resistors at the sysboot process?

In fact, in some datasheets it is specified that sys_boot pads are in High impedance state at power-on reset and at the deactivation of the rstoutn signal.

Please explain.
