You can start with the DM646x VPIF user's guide (http://focus.ti.com/lit/ug/spruer9d/spruer9d.pdf) and HDMI Transmitter/Receiver Support on TMS320DM6467(http://focus.ti.com/lit/an/spraav4/spraav4.pdf).

The second document describes the interface between DM6467 and sil9134.

And you would better narrow down the question since it is a little hard to provide the whole solution here. Thanks a lot.
