What does 3D-NF stand for?
It's written in 1st page of DM as follows.

Full HW Image Pipe: DPC, CFA, 3D-NF, RGBYUV
– WDR, HW LDC and Perspective

Are these handled by ISS only?

These terms are all part of the Image Subsystem (ISS), refer to the ISS chapter for detailed explanation of what each of those does.

3D-NF is temporal Noise Filter. You could get more details about it in ISS TRM.
