Now I am using TMS320C6747,can I close the EMIFA interface and make it into GPIO?

Yes, this should be possible for some EMIFA signals. Check the device data manual Table 3-9. External Memory Interface A (EMIFA) Terminal Functions to see which EMIFA pins can be multiplexed as GPIO. Then see the Technical Reference Manual, Section 10.5.10 Pin Multiplexing Control Registers (PINMUX0-PINMUX19) to see which PINMUX registers you need to configure.
