What would be the status of "BOOTCOMPLETE" pin in c6678 if only corepac0 is active and all others are not?

Read Section 2.2.1 Initialization Process After Power On Reset
"The BOOTCOMPLETE pin goes high when the boot complete bits in the BOOTCOMPLETE register for all the cores are set"
