We use the AM5728 chip,

I would like to ask if I use "ti-processor-sdk-linux-rt-am57xx-evm-03.03.00.04-Linux-x86-Install.bin" should download the gst-rtsp-server version?

You could check the software manifest :
software-dl.ti.com/.../software_manifest.htm

I guess you are searching for element rtspsink.
gst-inspect-1.0 | grep "sink" will display all available sink's elements.
I would recommend you to check this thread also:
