pullup on C6455's HPI Data

I am using TMS320C6555, and I am connecting HPI bus to FPGA's I/O pins.

Since there's no internal pullups on C6455's HD[31:0], am I required to put external pullups on HD[31:0] ?

I couldn't find the answer in datasheet nor design checklist.

The only thing that I found in the design checklist document is that if HD[31:16] pins are unused, the power consumption will be less if I use external pullups on these data signals. (spraa89a.pdf document page 23)

    No, external pullups on HD[31:0] are not required.  The recommendation was for unused data pins.  When the HPI is receiving data and these are inputs, it will not be transition states on those buffers if it's pulled high and thus reduce power consumption slightly.  For data pins that are used, they should not be pulled high.
