Senthil,

The TDP (Thermal Design Power) is determined by your use case.

From the device's perspective, you must
a) maintain a junction temperature less than 123C
AND
b) limit the high temperature operation in order to meet power-on hours limits for the device.

Typical means to dissipate the heat (e.g. fans, heat sinks, etc.) should be used; dynamic frequency control and proper selection of the AVS voltages limits the heat generation.
