dsp/bios latency

Hi,all
    In the book,OMAP and DaVinci software for dummies, it gives a table which says latency cycle of different functions.
Is the cycle is measured in worst case? In my view, the worst case is that the code is in DDR and cache is turned off.
If the cache is on, the cyle is not deterministic.
