TMS320C5515 EVM NOR flash addressing

In the 5515 EVM, there is a NOR flash chip PC28F128P30T85, which is of size 16MBytes. It is assigned to the CS2 address space of the DSP.

Now while in the datasheet it clearly specify the address space as 4MBytes, how a 16MB chip can be interfaced?

Another interesting observation from the hardware schematic is that 23 addresses pins of the NOR flash chip is used. It implies that we can address the whole range(16MB), while it is impossible within CS2 space.
