About the Rate Control Algorithm in H.264 Codec

I'm using H.264 Codec carried in DVSDK 1.30. In the user guide of codec, IH264VENC_Params.rcAlgo can be DCES_TM5 or PLR.

I know TM5 which is introduced in MPEG2 standard. But I don't know DCES_TM5 or PLR. Google can't give me answer.  So I don't

know which one should be choosed for an specific application. Could anyone give some introduction?
