1. DSP receives fixed-point data from the FPGA, how to convert to floating-point number？

2. Does TI have any Viterbi decoding library or functions for the 6748?

Whats the point in converting the fixed point data to floating point data? The C6748 is a fixed and floating point processor which can handle fixed point data like C64x+ DSP architecture and floating point function like the C6700 DSP architecture.

We don`t provide a viterbi decoding library. Typically we just type cast the data to float and let the compiler handle the conversion.
