TMDXIDK5718: USB1 port VBUS issue

Hi team,

I am looking to develop on the TMDXIDK5718 and want to use an external LCD monitor over HDMI as I do not have the LCD display board. I read in another forum (https://e2e.ti.com/support/arm/sitara_arm/f/791/t/565787) that I need to have a USB input device connected before Matrix will start up and I am seeing "Please wait..." on my screen.

I then tried to plug in a mouse but it appears that it is not receiving any power. I also tried plugging in a USB flash drive and same thing, it is not receiving any power. Probing around the board, it looks like USB1_VBUS_EN for pin 4 on the TPS2065D USB load switch is low. Is there a jumper I need to set/remove to get the USB working? 

(I removed J51 already.)
