best way to implement H264 base profile with constant bitrate encoder

Hello,

I am new to TI dsps. My objective is to implement a H264 base profile with constant bitrate encoder.

There are a lot of options to evaluate. Can you please guide me in the right direction? With which family should I start evaluting?

Incoming video resolution is 800 x 600 @50fps
Maximum output bitrate is around 4Mbps
