VICP and TI's H.264 Encoder

It would appear to be so.  I just opened the release notes at this path:

dvsdk_1_10_00_24_DM648\codecs_1_10_evmDM648\packages-evaluation\ti\sdo\codecs\h264enc\docs

They have the following under "Description":

"H.264 Baseline Profile Encoder which uses VICP of DM648/TNETV2685"

I've been told that in general the VICP gets used for motion estimation (which is part of encode only).
