First of all, DM368 doesn't support 1080P60 output. It supports a pixel clock up to 74.25MHz.
From the HDMI PHY point of view, you should be able to configure it to accept 1920x540 data. And if you are really outputting 1920x540 data via VPBE, there shouldn't be a problem. I am not sure what HDMI monitor will see, you might need to work with the manufactur of that HDMI transmitter you are using.
If you have further questions, please elaborate on your application. Are you using field 2 at all?
The result on the monitor will be very monitor specific. You should check your monitor specifications to determine if the mode is supported or not.
