It's really not that obvious: What does the Rate field ACTUALLY do?

I'm wondering if the zero responses to my original question "What does the Rate field in TCPIC0 do?" is in part due to it looking like a bit of a stupid question!  I might have expected at least one "The Rate field controls the rate of the decoder", or even "RTM".

From SPRU973:

8.4.1 Code Rates

TCP only supports the code rates used in the 3GPP and cdma2000 standards,

namely 1/2, 1/3 and 1/4. TCP2 introduces a more flexible design which always

assumes that the code rate is 1/5. Therefore, all puncturing schemes derived

from the rate 1/5 mother code are automatically supported. The received

systematic and parity data is first de-punctured to rate 1/5, then formatted

according

So, if "all puncturing schemes ...are automatically supported" what does the Rate field ACTUALLY do? 

Or, what do I set the Rate field to when running 2/3 rate (puncture pattern of X Y0 X X Y0' X) ?
