That particular presentation was done by a third party at TIDC, Cernium, you may want to contact them to see if they have such code available, though I suspect there will be a licensing cost, currently I do not know of any such software available directly from TI, however there is a project in the works to make it easier for 'non codec' algorithms to work within the Codec Engine framework.

Thank you for pointing this out; it appears TI's VLIB can be used as a foundation for writting video analytic algorithms; as a matter of fact, many of our third parties have done this using VLIB as you can read in the link provided by VLIB; however, as Bernie mentioned, there is likely a cost if you want access to the video analytic algorithm itself.  There is a VLIB request form link at the bottom of the web page (http://focus.ti.com/pr/docs/preldetail.tsp?sectionId=594&prelId=sc08162) if you are interested in getting access to VLIB.
