Yes, AM3358 is kind of superset device, only AM3359 has more features than it (meaning AM3359 also runs EtherCAT).
By using Starter Kit you can develop your program and if you do not need all the features AM3358 has, you can use another version, per table below, because they are pin to pin and SW compatible.
