Dear All,

I am working on DSK C6713 DSP kit when i connect power cord to it only power LED (D3) is getting on all other LED's like Busy (DS201) , User LEd's are not even glowing and when i try connecting with CCS it is showing emulator error, please suggest me how to proceed further to solve the issue

There are quite a few suggestions to try.

If none of the above suggestions work, is it possible to measure the power supplies to the processor?

Yes, you can find the technical reference manual & the DSK schematics from here:

Available test points are shown in those two documents.
