Customer/Device manufacture/Vendor has to go thru GMS process as defined at : www.android.com/.../
They usually submit the form , include the required CTS/VTS test report and collaborate with google directly.

If there is a exception in certification that has to be taken , the device manufacturer reviews and come to agreement directly with google to have play store approved for a given device.

A Soc vendor is not involved directly in the mentioned process.
When we validate our SOC and reference EVM, we test CTS and VTS for the Processor SDK release and fix or document any device related issues.

WLAN depends on customer platform and what WLAN solution is integrated on the product . Out current release doesn't include WLAN ( With Wilink) .

Software including drivers can be modified ( We publish the SDK under opensource licenses). If customer chooses to modify the code for custom platform needs, ensure the drivers are tested and CTS, VTS has not regressed .
