VLYNQ is a TI proprietary serial communication technology. In order to protect its IP, TI supports VLYNQ thru FPGA vendors such a XILINX and Altera; these FPGA vendors have licensed VLYNQ IP and can include them in their corresponding FPGA devices.
For devices such as DM644X which support VLYNQ, TI offers a VLYNQ User Guide (UG) which has enough information to implement communication protocol with another VLYNQ device, such as an FPGA which includes VLYNQ IP.
