we use a ssd model with 6 head, but found two layers outputs differs from one time to another time

We use our ssd model with 6 heads(layer33 and lyaer35, layer37 and layer39, layer41 and layer43, layer45 and layer47, layer49 and layer51, layer53 and layer55), when we use emulator to get the layers outputs, we operate as follows, first we get the layers outputs, then we power down the board; Again, we power on the board, and get layers output, but layer37 and layer41 's outputs are different with the first time and second time. We test more times, but the two layers outputs different with one time and the other time.
