I have seen the code for video scaling,I want to know from where I should start writing the code

How about this:

If that doesn't meet your needs please be more specific about what you're trying to accomplish otherwise nobody can help you.

Are you looking for the example projects for the demos that came with the EVM?  Any projects that came with the EVM would likely be CCSv3.x projects.  However you can import them into CCSv4 by using the import wizard on the Project menu in CCS.

Sorry, I don't have an LED blink example.  The DM642 is pretty old now (came out in 2003) which is probably why you're not getting a lot of replies.  I suggest making a fresh post to this forum with a more descriptive subject like "LED Blink on DM642 EVM".  You might get a better response with a more descriptive and concise post.
