H.264 Start Code Prefix in DMAI Buffer (ref: encode demo)

Is the first four bytes from after the H.264 video encode of a picture always the Start Code Prefix 0x00 0x00 0x00 0x01? Can I assume that a NALU will not be split over two pictures (part of a NALU is in picture encode buffer and the other part of the NALU is in the subsequent picture encode buffer?
