The reference EVM for TMS320C6671 is TMDSEVM6678, see: www.ti.com/.../toolssoftware

The difference between TMS320C6671 and TMS320C6678 should be the number of DSP cores (one for TMS320C6671 and eight for TMS320C6678). See the comparison between the two devices:
