For Hardware support of video encode, the best device to look at would be our AM57x Family of processors. I would take a look at the AM5708.

For S/W encode/decode support, it all depends on the resolution, frame rate, and algorithm you need as it will be implemented in SW. You will also need to find an open source or commercial vendor as TI does not provide this software.

Our Data Sheets and Technical Reference Manuals are published content and should enable you to research this in detail. Per the Data Sheet, the AM5706 does not have HW Video Acceleration as well as some other features (DSS, etc.) that would probably be required by your system. So, given the limited information I know about the system you are trying to build, I would say no, the 5706 is not a good fit.
