We have a design that has a different video decoder than the one on the TI DM365 DVEVM reference design and will have to modify the LSP to support it. Is there training offered by Monta Vista or TI that would help us do this?

For an introduction to device driver development you may want to consider the EMB530 class offered by MontaVista, this would be a fine way to start, you may also want to take a look at Linux Device Drivers 3rd Edition as a good reference book.
Also be aware that the PSP documents contain exact details on the driver architecture of the TI provided driver packages - you can find them in the PSP folder in your DVSDK release - that combined with some basic linux kernel driver knowledge should go quite far in assisting you on this.
