Try running the Command Prompt as an administrator by pressing the Ctrl+Shift+Enter and retry the commands.

In command prompt, it is not taking this command. I gave command as per given below.
cd\users\Gaurav\Downloads>opkg install lrzsz_0.12.20-r6_armv7ahf-neon.ipk
Error is coming - 'opkg' is not recognized as an internal or external command.
I want to debug the code in CCS for beaglebone Black board.

You need to transfer the lrzsz_0.12.20-r6_armv7ahf-neon.ipk to your board, and execute the opkg install command in the target board's shell.
