In general the information on the HMJCP is not publicly available, for these sorts of details you will want to work with your local TI contact, as these will likely require an NDA, support on using the accelerators outside of the provided codecs is limited.

The hardware accelerators on the DM365 are leveraged through the codecs included in the DVSDK you receive with the DM365 EVM, the process of setting up the accellerators is more complex than just enabling or disabling, there is a lot of configuration and management going on.
