Here, go through the architecture of C6205 (Page7), you will find Master/Slave PCI interface. So, i guess it can act as master and slave both.

yes,I know it can act as master and slave both,but it seems only in memory access transaction,what I concern most is can it play as a pci host? That means can C6205 initiated master configuration cycles? In my design,I want to use C6205 to configure a pci device,so it need to initiated master configuration cycles to write the pci configuration space(256Bytes) of this pci device. I want to know whether C6205 can do this.I'm a little confused about this in the two docs listed in my question post.

I also doubt whether C6205 can initiate master configuration cycles or not. For my information, can you please attach the document SPRA596 with your reply.
Despite this, PCI can configure itself to act as a system host but it has some limitations. It doesn't require settings of master bit in the PCI configuration registers. For your information, you can refer to the following link.
