I got some confirmation from the experts.
Question: Does OMAPL138 comply with the "D+/D- short VBUS and GND" USB2.0 requirement for minimum 24 hours?
Answer: Yes. However, on the OMAPL138 device, there is no charge detection (i.e., the controller does not know that it is charging)

I searched the key word "charge detection" in the USB2.0 specification revission2.0,
but I can't find the keyword.

charge detection is a feature in which the controller knows that it is enabling charging of onboard battery. This feature is not supported on L138.
