Currently the only supported target OS for the C6A816x is Linux, and there are no plans I am aware of to support development for a Linux target on a Windows PC host directly (in general it is impractical to develop for Linux on Windows). Though I am not sure of the schedule off hand, I suspect there will be alternative OSes available in the future (such as Windows CE in particular) that may be more practical for Windows PC host development.
If you require a Windows host for development, you can use a virtual Linux machine (i.e. VMWare, Virtualbox, etc.) for development. Using a virtual machine is a common practice, since it lets you have practically two machines in one, however in general for long term development I personally prefer having a dedicated Linux machine (due to speed, persistence, reliability, etc).
Yes, the current projection is that WinCE support will become available in 2Q 2011.
