TMS320C6678: PC location

It is unclear if this is a HW power sequencing issue or ROM bootloader related issues given the ROM is not always getting into EMIF CS2 address.

For EMIF NOR boot as you know,  the ROM code only configures the EMIF16 interface and sets the boot complete, then branches to the EMIF CS2 data memory at 0x70000000. When the PC is 0x70000038, it appears that the ROM is branching to the EMIF CS2 base address but is hanging in your boot code.  Have you tried to do a CPU reset and then set a HW breakpoint when it access the EMIF direct addresses. What is the symbol located at 0x70000038 in the application.

It seems the customer just want load program from ccs. And in that case sometimes pc point to 0x70000038 after system reset.
