[TDA4M] How to define directly quantization parameters.

Hi Yongsig,

   Quantization happens as part of import tool and you can modify this piece of code in import tool to take user defined quantization for weights and bias. TIDL 1.0 which will be released soon has details of quantization done within import tool. Please wait for the new release for this.
