AM5728: DSP Opus 1.3.1 codec support

Hi,

The latest C66 DSP voice codecs package only supports Opus 1.0.2 (http://software-dl.ti.com/dsps/dsps_public_sw/codecs/C6X_Speech/2_00_000/index_FDS.html). The latest Opus release is now 1.3.1 and this release fixes an issue which was making CELT PLC mostly useless. Will TI provide a new package to support Opus 1.3.1 soon or are there other ways to get this update.

Hi Alexandre,

I checked internally on this, and found that TI is no longer investing in OPUS development. The development has been picked up by CouthIT, so please check with them regarding OPUS 1.3.1 support on C66x.
