CCS/AM3352: Debug console issue

Please provide detailed information about your environment:

Is this a custom board or EVM?
What software are you trying to boot?
How is UART0 connected to your Host PC?
What debug terminal are you using and what are the terminal settings?

The board was   designde by ourselves.I want to start uboot from the serial port and connect the serial port to the serial port tool via dupont wire. The baud rate is 115200.But now I find that when debugging with JTAG, the initial display system clock is 19.2mhz, but my SYSBOOT pins 14:15 configuration is 01, and the system clock is 24Mhz.

SYSBOOT[15:14] setting must match your OSC0 crystal frequency.

Yes，My OSC0 crystal frequency is 24Mhz，and I test the system crystal frequency, which is almost 24Mhz.

I've tried this with other devices, but the results are the same.The crystal oscillator frequency test result is 24.39Mhz. We have a BBB board and the crystal oscillator test is 24.04Mhz, so does our 24.39Mhz crystal oscillator have any effect on this result?

The  power chip we use is TPS650250, sometimes the power is not stable, and the pin of output 1.8v will output about 2.35v .Moreover, it takes a long time for 1.8v to drop to 0V when the power is turned off. When the power is switched on again before it drops to 0V .When power is switched on again before it drops to 0V, the voltage of 1.8v will make mistakes and change to about 2.35v.Why is this problem?

It's quite possible. This is 1.6% difference in frequency.
