CCS/TMS320C6748: TMS320C6748 ( PRSC module failed to write to a register)

Dear TI,

Hope you are fine.I am facing the issue with the program loading of TMS320C6748 DSP Processor.The Jtag integrity scan is succeeded.When loading the program it gives the following error(

Error connecting to the target:
(Error -6311) PRSC module failed to write to a register.
(Emulation package 8.1.0.00007)

).We are using our custom board not evm or lcdk.I have read many forums related to this problem.Every one is mainly focus on Hardware.Following things I have done while read the forums.

a-  Place external pullup resistor in resetn  pin

b- read  voltages 1.8V,3.3V,1.2 on test points

c- decrease the tclk frequency of jtag (we are using xds200 emulator)

I am using starterware gpio code for testing.

    This is typically due to a hardware related issue.

    It would be good to compare your schematic to the LCDK to verify the hardware of your custom board. The schematic for the LCDK can be downloaded from here: http://www.ti.com/lit/zip/sprcaf4

    Please also try the following procedure to verify the status of the core.

    Another thing to verify is that your power sequencing is correct as described in the following application note.

    Hope you are fine.Our custom board design is similar to the schematics that are used in lcdk or evm of TMS320C6748. First I double check the components of our design with lcdk. Secondly,I tried to verify the status of core using the method you asked.In this method when I click on  the master core and connect target it gives me the same error (prsc module failed to write to a register).Thirdly I verify the powering sequence document which you asked.This is the same power sequence method which we follow  according to the lcdk schematics.Please provide me more details regarding to the above mentioned problem.

    Hope you are fine.I have check the power sequence of the following powers such as 1.3V,1,8V and 3.3V which is attached in the figure below.In Figure 1 (1.3V power is first on then 1.8V power is on) Similarly in Figure 2(1.3 power is first on then 3.3 V is on).And in Figure 3 (external oscillator is providing 24Mhz to OSCIN).We are using nand flash 16 bit and ddr2 for booting so i set the button position to NAN16 mode.My code is not going in debug mode.Same error(prsc module failed to write to a register) appears when I will launch debug mode as well as load the program.Please provide me the necessary information regarding to the problem.Any components that are DNP and removed?Any configuartion file needed.I am using startware code for my testing.Cmd file is gpio.cmd where main entery point set in ddr.
