Hi,
U16 is SN74LVC1G07, not SN74LVC1G06. It's placed to ensure that the power-on reset propagates to SYS_RESETn.
U3 is used to invert the default state of GPIO1_20, which is low at reset release time and may hold the eMMC in reset.
