Hello,
I am trying to implement a basic IIR filter but i am having few problems with the set up of dsk 6713 because i am using windows 10 and ccs7.4. As this dsk is so old, is there any updated board only to implement the filters ? The university will buy it so even if it is costly doesn't matter. But they want better output than dsk 6713.

The C6748 evolved from the C6713 so I recommend this device for it's similar feature set, simplicity, lower cost, and lower power.
The C66x is a higher performance DSP with multi-core options and a more advanced peripheral set.
The C66x DSPLIB also has double complex, double precision filtering kernels where as the C6748 has single-precision and let's the compiler handle the double-precision computation. So in some places C66x has better DSPLIB performance compared to C6748. You can see a side-by-side benchmark comparison of some of the kernels at the link below.
Given this information, you can make your decision based on which is a better fit for your application's requirements.
