1. No, openMP is not required for DSP acceleration. OpenMP can be used to write a function that spans multiple DSP cores for increased parallelism.
2. Yes, openMP can be used along with openCL. See http://downloads.ti.com/mctools/esd/docs/openmp-dsp/index.html for some detail
On the AM5718, there is no need to use openMP for the DSP-accelerated functions as there is a single DSP as you point out. On the AM572x and AM574x products there are two DSP cores, so it can be used there. Or if writing code that will be used generally across the AM57xx products where there are 1- or 2-DSP cores you can use.

5718 has 1 DSP. 1 A15
1.Can openmp choose to use DSP+A15 or just A15 ?
2.Is there any data indicating that the speed of single core has been increased (A15)?

Separately from OpenCL, you can leverage the OpenMP accelerator model to offload portions of a function to the DSP. See http://downloads.ti.com/mctools/esd/docs/openmpacc/examples.html
