YUV 4:2:0 video data resize problem

Dear Sir:

I have a question below.

Is it possible to resize YUV 4:2:0 video data that store in SDRAM?

I have 1280*720 YUV 4:2:0 vudeo data that store in SDRAM.

And I want to resize the size of video data to 640*480.

Can you tell me how to do or give me a reference example?

I have tried few weeks, please help me.
