C6713 EMU0 EMU1 configuration

I have been working on a C6713-based design that I have inherited from another engineering team, and the JTAG emulator seems to be wired incorrectly. EMU0 is attached to pin 13 on the JTAG header.  This appears to be correct according to the data sheet and SPRU641.  However, EMU1 and pin 14 are both grounded.  If a JTAG emulator is not attached, the pull-up on EMU0 should put it in a reserved state (01).

The original engineer is no longer on staff, so I'm not sure why this was designed this way.  Is there any reason to configure the port this way? This board has occasionally had problems attaching via JTAG, which I suspect might be related to this pin-out.

    In general the only reason I have seen to adjust the EMU pins manually would be to put the device into boundary scan mode, by default the EMU0 and EMU1 pins have internal pull up resistors which should put them into the standard operational emulation state. I am not aware of any good reason to put the EMU pins into a reserved state, setting up the EMU pins into one of the reserved states could cause problems with device stability.
