C6414T HPI Operation Question

C6414T is interfaced to host with HCSn tied low.  The HRDYn signal never goes high when host is reading from DSP except at RESET.  Is it a requirement that HCSn transition High to Low for HRDY to change states?  In SPRU578C, last paragraph of sec 3.7, it states that

HCSn gates the HRDYn output. In other words, a not-ready condition is indicated by the HRDYn pin being driven high only if HCSn is active (low). Otherwise HRDYn is active (low).

It is not clear from this description if tying HCSn low is allowed when HRDYn is to be used to insert wait states into Host read access to DSP.  Can someone clarify this point?
